Be careful if you use a buffered configuration that doesn't include all 3 Fastbus crates! When a Fastbus crate is not in use, its busy floats logically true ALL THE TIME, therefore the TS will always be inhibited by this crate. If you can't figure out why you have no CODA rate, check this!
