This entry is a followup to: 128138

 After consultation with the PD (Mike Epps) and the Hall B
R.C. (Marco Battaglieri), we have agreement to ask Matt 
Poelker to come in to fix the Hall A laser phase noise. This
will require an injector access of roughly 2 hours in duration.
Without this fix, we really cannot take any production data;
the rapid variations in the laser intensity (about 6% in 
magnitude) are not acceptable.
