    New analyzer class has been coded to read in and process spin state
    signal of he3 target.


    New code includes

    THaHe3Target : General He3 target
    THaADCHe3Spin : Spin signal read in with a ADC
    THaHe3SpinModule : Common module for any class supplying spin state
    information
    Above classes are temporarily included in bigbitlib

    In goonlana directory, there is an example replay code for target:
    replay_target.C. Also new database file, db_he3.dat are added.


    2 copy of hardware spin state signal are send to Bigbite and Left HRS
    DAQ respectively. signal read out from Bigbite is stable (see plot
    below). However, 1% of ADC signal from left HRS would be randomly
    missing (in run 1576 & 1577).

    But since the target state only change every 20 min, it's safe to use
    spin state in last event as the state for current one. Besides double
    check between Bigbite and Left HRS signal will be performed in
    THaHe3Target.


    Following is a plot of spin state VS event number for run 1666. The
    hardware spin signal source is simulating a spin flip every 10 second,
    with 5 second transaction time (spin = 0 = unknown)
