I looked at the special run 1548 that Bo took last night with left and
right arm synchronized. The scaler reading in the both arm seems to be
not in sync. 

- Plot 1 shows the fast clock (103.7kHz) counts vs entry number for left
and right arm. 
- Plot 2 is the zoomed in version of the plot 1.
- Plot 3 is the difference between left and right fast clock counts. 
- Plot 4 shows the difference between left and right fast clock signal vs
time.

All these plots are with full run.

Plot 2 clearly shows that scaler event for left and right arm are not
inserted at the same time, there is some overlap - could be hardware setup?
