This entry is a followup to: 346650

TS0 is not part of the datastream except that the scalers are inserted
asynchronously every ~4 sec as event type 140.  The reason it is part 
of the CODA config is to allow clearing of scalers and final read during
the state transitions start/end.  

The same would be true for L-HRS TS11, except that one contains helicity
info, which is vital to deuterium.  Hence, TS11 had to be part of the
datastream.  Generally you don't add a crate to a datastream unless
you have to.

Everything is fine ... but you still need to check the data to be sure.
