This entry is a followup to: 348942

I sent a copy of the scaler run gate to both HRS's.  Previously, David
had cabled the scaler modules in both HRS's.  I had noticed that the 
ungated normalization scaler for the left HRS did not have a copy of the 
gate going to its control bit, so I reconnected a copy of the gate to the
first input.  With some quick checks on the run gate, I verified that the
gate worked between runs.

There was a coda issue, so I have not been able to check the workings of 
the run gate during start-up and stoppage of runs.
