Looks like beam modulation WAS working but the data failed "lobeam"
and "lobeamc" even at 25 uA (I knew that but didn't think it should
matter).  Fig 1 is a BMW plot for run 5602 after Chao's work.  

I'm not completely sure the criteria is satisfied : the BPMs look like
a multiple of each other but the amplitude on one is typically much bigger,
which I think is a good thing.  Would be nice to have a more quantative method
to judge.  However, this picture looks qualitatively similar to halog 156716
where Kent declared phase advance was good.  I think its probably ok.
