These are the changes made in porting the WAC analysis to PVDIS

Of course, it will all need to be tested.

I'll pump some more info into the web page,

1) Changed .tcshrc so that gopan, gowac and gorc point to their ~/pvdis
locations
a) copied useROOT_v5.18_bash and useROOT_v5.18_tcsh to ~/pvdis/pan

2) WAC directory
a) Created the ~/pvdis/WAC directory and links to ~/pvdis/pan stuff
b) edited addWACentry.pl to use pvdis database
c) edited getrunlist.pl to use pvdis database
d) edited makePlots.pl to use pvdis locations
d) created slug_output and links to web location

3) WAC database
a) created the ~/pvdis/runlistDB/ directory
a) Chang halogRunStart_parity to call ~/pvdis/runlistDB/addRun2runlist.pl
b) changed addRun2runlist.pl to use pvdis database
c) Set SLUGNUMBER so slug is 0
