From the plot of two BPMs infront of the target and 1C12 what I observed:
For X modulation - There is siginificance Y and E mixture.
For E modulation - There is siginificance Y mixture

I can't understand the reason for Y mixing with X and E. Its understandable for 
X and E mixture. If someone wants to give some thought over it.
