This entry is a followup to: 329264

I talked to Bogdan about my concerns on the L-HRS gate timing
and he said it has been wrong for Cerenkov, though we disagreed
on the sign. So when Neil and I aligned the timing we used this 
apparently wrong standard.  Another iteration will be needed.

Keep in mind that since we don't have retiming, all the triggers
need to be aligned at the input of the trigger supervisor.

I'm a bit concerned that APEX abandoned the idea of retiming, 
which is a method to make all gate timings fixed and independent 
of the trigger time.  It may come back to haunt us with the 
very stringent timing requirements we have for narrow gates, etc.
