This entry is a followup to: 347504

The programming of roc4 slot 23 should be scrutinized since there
is some evidence of a problem there, and since that TDC is new, a
byproduct of the rearrangement of this crate a few days before the run.

I can already see from home one diff:  secondary address 7, write 2.

I am not going to try to change this from home, but have asked Alex
to take a look when he gets a chance.  Or someone else.  But please
consult the 1877 User Manual and compare to the other 1877s.  

Roc4 slot 23 is a little weird because it was put in slot isolated
by itself, so it is not part of a multiblock and has an independent
programming ...
