Since many channels in the ADC card in slot25 are bad, and channels in
slot 23,24 are all full, so I added a card into slot22, and move the
cables following into this card:

PRL 1R-16R: from 25. 32~47 to 22. 32~47
CER from 25.48~63 to 22.48~63

I turned off the ROC3 before I installed the card so I have asked Vince
to re-initialize the program in ROC3 after I finish. I will update the
cratemap soon.

We should remove the card in slot25 later to test and repair if necessary. 

Due to few weeks ago we had an issue that ADC and TDC are not correlated,
we need to check the data immediately after we talk some new data, to
verify that the program is actually working.
