R-HRS Optics Calibration

Q3 of R-HRS can only set to about 2.8273GeV/c while we require the center momentum of R-HRS run upto 3.155 GeV/c, so we basically scale down Q3 momentum by applying a ratio of 2.8273/3.155 on Dipole momentum. This treatment should give us a uniform Optics matrix for every kinematics setting.

Used Run#3700, 7-Foils C12 Vertex data with Raster off. Only use center five foils by ignoring the first the last foils due to big background. Y-Matrix Term:

Used run#4201 ~ Run#4205, for Multi-C12 Sieve data with Raster off. QE data ta Theta = 25.0 degree
