EH&S Review Process

As described in the Introduction, the Associate Director for Physics is responsible for all EH&S aspects of experiment operation. EH&S reviews are the primary means of ensuring that experiments are designed, installed and operated according to good EH&S practices. The starting point for EH&S reviews is the Preliminary Hazard Assessment which identifies all equipment that poses unusual hazards. EH&S reviews are conducted by ad-hoc or standing review committees that report their results to the Physics Division EH&S officer. See Appendix [*] for a sample charge for the experiment review committee. As noted in the charge, reviews are conducted with the following philosophy:

1.
All new equipment meeting the criteria outlined in Appendix [*] and designed by users or at Jefferson Lab must pass a design review prior to construction.
2.
Collaborating institutions are responsible for conducting design level reviews for all new equipment built by outside institutions.

3.
Unmodified previously used equipment does not require a design level review.
4.
ALL equipment will receive an inspection prior to commissioning.

The depth of EH&S reviews will be determined by the EH&S Review Committee chair, Physics Division senior safety officers, and Physics Division management to ensure adherence to federal, DOE and Laboratory standards and to be consistent with good engineering practices. Also note that the EH&S Review Committee is responsible for ensuring that the Safety Assessment Document accurately reflects the hazards of the experiment.
